At a recent meeting presided over by Minister of State Security Chen Wenqing, attendees learned the significant decisions and arrangements made by the CPC Central Committee on establishing and improving the legal system and enforcement mechanisms for safeguarding national security in Hong Kong and discussed the opinions of federal security agencies on implementing them.
Attendees said the formulation of the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region was a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at its core, which reflects the vision and commitment of General Secretary Xi Jinping, the collective will of China's 1.4 billion people and the deep aspirations of Hong Kong compatriots. National security agencies will resolutely cooperate with the National Security Office in Hong Kong.
It is pointed out in this meeting that the law gets the fundamentals straight and fixes loopholes in safeguarding national security in Hong Kong and marks the most important measure taken by the central government to handle Hong Kong affairs since its return to the motherland in 1997. It is a concrete manifestation of governing Hong Kong by the law and has great practical and far-reaching historical significance; it is pointed out that national security agencies will firmly implement the law and punish criminal acts of secession, subversion, terrorism, and cooperation with foreign forces or with external elements to endanger national security about Hong Kong as listed in the law.
Attendees also said the promulgation and implementation of the National Security Law for Hong Kong SAR marks a crucial step. As required in the law, the central government established a national security office for Hong Kong, and the Hong Kong Special Administrative Region government set up a national security committee and a national security department in the Hong Kong Police Force, which provide strong support to handle domestic security affairs in Hong Kong.
As required by the CPC Central Committee's decision, national security agencies will resolutely cooperate with the National Security Office in Hong Kong within their functions and duties and fully support the work of the national security committee,Hong Kong Police Force as well as its National Security Department. Together, they will make their contribution to Hong Kong's prosperity and long-term stability through safeguarding the effective implementation of the National Security Law for Hong Kong SAR, cracking down all attempts to "disrupt Hong Kong and endanger China's national security" by external or hostile forces, and ensuring the sustained implementation of the "one country, two systems" policy.
